  • PURPOSE STATMENT

    The purpose of the Lamar Consolidated ISD Police Department is to provide a safe and secure educational environment through progressive community-oriented policing and accountability. We will preserve the peace, protect the welfare of our community, and enforce the law within the framework of the United States Constitution.

  • About Lamar CISD Police Department

    In February 2021, the Lamar Consolidated ISD School Board took a bold step by establishing the Lamar Consolidated Independent School District Police Department. What began with a dedicated team of 14 officers, two Sergeants, a records clerk, an Administrative Assistant, and a Chief of Police has evolved into a robust and highly capable force.

    Before this transition, Lamar Consolidated ISD relied on a School Resource Officer program in partnership with the City of Rosenberg Police Department—a collaboration that spanned over 15 years. However, the district’s rapid growth necessitated a new, dedicated police department to ensure the safety and security of its expanding community. Today, the Lamar CISD Police Department has flourished, now proudly staffing over 75 sworn officers and growing.

    The department is structured into four key divisions: Administrative Division, Campus Operations, Support Services, and the Office of Professional Standards and Training—each playing a critical role in maintaining a safe and secure environment for our 47,000 students and over 6000 staff members, over the 385 square miles of jurisdiction.

The Chief of Police for the Lamar Consolidated ISD Police Department is appointed by the District Superintendent and oversees the department's daily operations. This includes managing budgets, personnel, and ensuring compliance with Board Policy and the Texas Commission on Law Enforcement (TCOLE) standards. The Chief ensures staff are properly trained, uphold the law, align with district goals, and follow best practices in law enforcement.

Currently, the Chief of Police is Henry A. Garcia, a lifelong Fort Bend County resident. He began his career in 2006 with the Fort Bend ISD Police Department, where he served with the Fort Bend County Gang Task Force and the Southeast Texas Violent Gang Task Force. In 2009, Chief Garcia transitioned to the City of Stafford Police Department, holding various positions, including Lieutenant of the Criminal Investigations Division. He holds both a bachelor’s and master’s degree in criminal justice from the University of Houston – Downtown and is a graduate of the FBI Law Enforcement Executive Development Associations Trilogy and the Law Enforcement Management Institute of Texas (LEMIT). Chief Garcia is a proud member of the National Latino Peace Officers Association (NLPOA), Texas Police Chiefs Association (TPCA) and the International Association of Chiefs of Police (IACP).

The Administrative Division of the Lamar CISD Police Department is overseen by the Chief of Police. The purpose of this division is to ensure the efficient and effective operation of the department. This division oversees critical functions such as policy development, budget management, personnel administration, strategic planning, records and upholds agency standards. By providing essential support and resources, the Administrative Division plays a pivotal role in maintaining the department's high standards of service and fostering a safe and secure environment for the Lamar CISD community.

The Campus Operations Division comprises the majority of personnel within the Lamar CISD Police Department. It is strategically divided into two distinct areas: North Operations and South Operations. This division is under the command of a Lieutenant, who is responsible for overseeing daily operations across the district. The Lieutenant also manages Investigations, Patrol, and the Police K9 Unit.

The Support Services Division encompasses School Safety Standards and Emergency Operations Planning. This division bolsters the Campus Operations Division by providing additional resources to effectively address district-wide issues. Collaborating with external agencies, and cross organizational communication with other departments within Lamar CISD this division works to find resolutions for challenges within and around the Lamar CISD community. This division is under the command of a Lieutenant who oversees the day-to-day operations.

The purpose of the Professional Standards and Training Division is to ensure compliance with TCOLE standards, adherence to departmental policies, and the delivery of high-quality training. This division is also responsible for Community Relations and Recruiting. This division is overseen by the Lieutenant of the Office of Professional Standards and Training, who is also responsible for investigating officer misconduct and citizen complaints. The Lieutenant reports directly to the Chief of Police.

TEXAS EDUCATION CODE 37.109 GUIDELINES

Purpose: The School Safety and Security Committee is a working group of diverse individuals that serves the members of its school district or open-enrollment charter school by helping create and maintain a safe and secure school climate and culture for staff and students.

Members: For this committee to have a significant impact upon the school’s climate and culture, there is a need for representation from various perspectives on school safety and security. As a result, and to the greatest extent practicable, the committee must consist of at least the following individuals whose names are recorded in the district’s multi-hazard emergency operations plan (EOP) [TEC 37.108(f)(8) and TEC 37.109(a-1)].

1. The city or county’s office of emergency management – at least one representative.

2. The local police department or sheriff’s office – at least one representative.

3. From the board of trustees – the president and at least one other representative of the board.

4. From the district – the superintendent and at least another designee, one being a district classroom teacher.

5. Parents or guardians of currently enrolled students – at least two.

6. If the district has an instructional partnership with an open-enrollment charter school – a member of the charter schools’ governing body, or their designee.

7. If the district has its own police department – at least one representative.

Role of the Police Agency Command Staff

The command staff is integral to the effective functioning and leadership of a police agency. They assist the Chief of Police in overseeing daily operations, making strategic decisions, and ensuring the agency meets its mission and goals.

Key responsibilities include providing direction and guidance to personnel, setting strategic priorities, developing and implementing policies, and motivating staff to perform at their best. The command staff also ensures the agency operates fairly and ethically, upholding its values and ensuring compliance with laws and regulations.

Additionally, they manage resources such as equipment, and personnel, making strategic decisions about allocation and ensuring efficient operations. They also plan for the agency's future, identifying emerging trends and developing strategies to address them.

In summary, the command staff serves a vital purpose for the agency and assist the Chief of Police in ensuring the agency operates effectively, ethically, and in alignment with its mission while maintaining the highest standards of professionalism and integrity.

The Lamar CISD Police Department Command Staff is comprised of the Chief of Police, Lieutenant from the Campus Operations Division, and the Support Services Division, School Safety Coordinator and the Office of Professional Standards and Training.

  • A police officer in uniform stands in front of an American flag.Lieutenant Christian Nichols has 15 years of experience working in municipal and county policing. For the past 10 years Lieutenant Nichols has worked with LCISD and was one of the first officers of the department in 2021. Lieutenant Nichols holds an Associates Degree in Criminal Justice and a Bachelor Degree in Business Administration. He holds a Master Peace Officer License with the State of Texas. He is a TCOLE instructor specializing in School-Based Law Enforcement and has been a Field Training Officer.

    Lieutenant Nichols is responsible for the oversight of the Support Services Division. He is the system administrator for the department’s RMS and CAD systems as well as the CJIS manager for the department.

    Lieutenant Nichols commitment to the safety of the students and staff of LCISD along with his law enforcement experience make his leadership an integral part of the Lamar CISD Police department.

She began her career with the Fort Bend ISD Police Department and spent the last fourteen years with the Fort Bend County Sheriff's Office. Most recently, Lieutenant Vaught served as a Sergeant in the Criminal Investigations Division at the Fort Bend County Sheriff's Office before joining Lamar CISD Police Department. She possesses over 13 years of experience in Criminal Investigations, specializing in major crimes, particularly crimes against children and sexual abuse.

    Lieutenant Vaught oversees the Campus Operations of the Police Department and Patrol.

    Sergeant Maria D. Molina is a dedicated law enforcement professional with over 12 years of experience in policing including dispatch, patrol, bailiff and a detective in criminal investigations.  A graduate of The High School for Law Enforcement & Criminal Justice and The University of Houston-Downtown Police Academy. Sergeant Molina has developed expertise in investigative procedures, internal affairs investigations, resource management, and departmental operations.

    In October 2024, Sergeant Molina was promoted and currently serves as an Administrative Sergeant over the Office of Professional Standards. In this capacity, Sergeant Molina ensures the efficient and ethical operation of department members, manages resources the agencys TCOLE standards, and oversees training coordination. Additionally, Sergeant Molina is responsible for conducting new hire background investigations and reviewing applications for candidates that will maintain the high professional and ethical standards of the agency.

    With a strong commitment to integrity, accountability, and continuous improvement, Sergeant Molina plays a key role in upholding professional standards and enhancing operational effectiveness of the Lamar CISD Police Department.

Learn about the Standard Response Protocols

School safety is important to everyone in Lamar CISD. As a community, we must continue to collaborate and discuss how we can continue to maintain a safe and comfortable learning environment for our students and staff.

In Lamar CISD we have security cameras and vestibules at every school and a visitor registry system to help ensure our students have a safe place to learn. Police officers are assigned to our schools to provide security, counseling and education. Emergency training and response plans are in place to make sure that students and staff know what to do in a crisis and that situations are communicated properly to the community in a timely manner.

Lamar CISD utilizes the Standard Response Protocol (SRP) to simplify and standardize emergency response in our schools. The SRP is endorsed by the Texas School Safety Center and each campus is required to drill monthly for various scenarios.
