Personal Communication Devices

During the 89th Texas Legislative Session, House Bill 1481 was passed, prohibiting students from using personal communication devices during the school day and on school property. This change includes cell phones, smartwatches, tablets, radios, and similar devices.

The law applies to all Texas public and open-enrollment charter schools, including Lamar CISD. Exceptions are made for students with documented medical needs or special education accommodations.

What This Means for Lamar CISD Students (PK–12)

Beginning with the 2025–2026 school year, Lamar CISD will implement the following practices in accordance with the new law: 

  • All personal electronic devices, including cell phones and smartwatches, must be turned off before entering campus. 
  • Devices must be stored in backpacks or lockers—not on the student’s person (e.g., clothing pockets)—and must remain powered off and completely out of view throughout the school day. 
  • Use or visible possession of any personal communication device during the school day will result in confiscation and disciplinary consequences. 

Devices may be turned back on only after the final bell at dismissal, at which time students may use them to communicate with parents or guardians regarding transportation or other after-school needs. 

 

Personal Communication Devices FAQ

  • The new law defines the term "personal communication device" to include:

    • Cell phones and two-way radios
    • Smart Watches, smart Glasses, and smart Rings
    • Non-Lamar CISD tablets, iPads, and laptops
    • Any gaming device with messaging and internet capacity
    • Headphones, earbuds, and any other Bluetooth audio device
    • Any personal communication device not issued by Lamar CISD
  • Personal communication devices are prohibited in all areas inside the school building including: 

    • Classrooms 
    • Libraries 
    • Cafeterias 
    • Hallways 
    • Restrooms 
    • Locker rooms 
    • Any other common spaces 
  • Personal communication devices may be on and used before arriving on campus and after the final bell at dismissal, at which time students may use them to communicate with parents or guardians regarding transportation or other after-school needs. 

    Dismissal Times by Grade Level:

    • Elementary A: 2:40 PM (7:15 AM – 2:40 PM) 
    • Elementary B: 3:10 PM (7:45 AM – 3:10 PM) 
    • Middle School / Junior High: 4:30 PM (9:05 AM – 4:30 PM) 
    • High School: 3:50 PM (8:25 AM – 3:50 PM) 
  • If a student needs to make an emergency call during the day, they should report to the front office. 

  • In an emergency, Lamar CISD will communicate updates directly with families using official tools such as ParentSquare for phone calls, emails, and texts.

  • Students with documented medical conditions may be eligible for an accommodation based on a directive from a qualified physician. Please contact your campus administration and school nurse to determine eligibility.

    • Talk to your student about this new law.
    • Remind your student to keep phones off and stored during the school day.
